個案服務及風險管理
本年度共有八十一位及六十一位兒童分別入住兒童之家及寄養家庭,其中十四位及三位兒童已分別離開家
舍及寄養家庭,回家與家人團聚。過去一年多,新冠肺炎疫情肆虐。早在疫情初期,兒童之家及寄養服務
已實施多項防疫措施,專業團隊按疫情發展,不時更新內部指引,例如:加強環境清潔、限制進出人士的 2020-2021
次數、大幅減少外出活動、暫停訪客到訪、同工自願定期檢測,以減低服務使用者、寄養家長和同事感染
的風險。期後疫情轉為嚴重,大部份社會服務均按社會福利署指引而提供有限度服務,但全天候運作的兒
童住宿照顧服務並沒有停止,反而需要更多人手和時間照顧未能回家度假的兒童。
於二零二零年十二月,兩間兒童之家所處的大廈爆發疫情,本處快速應變以確保兒童及同事的安全。當時
本處以隔離的方式管理家舍,直至所有身處家舍的同工和兒童兩次的檢測結果均為陰性;家舍進行全面消
毒,其他同工和兒童才返回家舍。汲取該次事件的寶貴經驗,本處更了解防疫和抗疫的準則,而同工、兒
童及其家人亦更關心彼此和注重衛生。
Casework Services and Risk Management
During the year, 81 and 61 children were admitted to small group homes and foster homes, respectively. 14 and
3 children have left the homes and foster homes respectively and returned to their families. Over the past year, the
COVID-19 epidemic has been rampant. At the beginning of the epidemic, the small group homes and foster care
service implemented a number of preventive measures. The professional team updated the internal guidelines from
time to time according to the development of the epidemic, such as enhancing the cleaning of the environment,
limiting the number of people entering and leaving the homes, drastically reducing the number of outings, suspending
visitors’ visits, and regular voluntary testing by co-workers, in order to reduce the risk of infection among service
users, foster parents and co-workers. After the epidemic became severe, most social services provided limited
services according to the guidelines of the Social Welfare Department (“SWD”), but the 24/7 residential child care
services did not stop and instead required more manpower and time to care for children who could not go home
during breaks.
In December 2020, there was an outbreak in the building where two small group homes were located, and we
responded quickly to ensure the safety of the children and co-workers. The homes were managed in isolation
until all co-workers and children in the homes tested negative twice, and the homes were fully disinfected before
the other co-workers and children returned. With the valuable experience of the incident, we have gained a better
understanding of prevention and anti-epidemic guidelines, and our co-workers, children and their families have
become more concerned about one another and hygiene.
